§ 18a-64a-22-8

18A:64A-22.8. Bonds or notes not debt or liability of state Bonds or notes issued under the provisions of this act shall not be deemed to constitute a debt or liability of the State or a pledge of the faith and credit of the State but are dependent for repayment upon appropriations provided by law from time to time.
