2A:17-56.28. Findings, declarations 2. The Legislature finds and declares that: a. There is a direct correlation between children receiving AFDC benefits and non-payment of child support obligations. b. Based on the 1992 Kids Count Report for New Jersey evidencing the increased number of children on welfare and living in poverty, it is necessary to make child support collections a major priority and expedite these collections through more efficient means. c. The number of AFDC cases and the number of those cases that can benefit from expedited and more efficient child support collection is about 31,500. d. It is the intent of this legislation that the State establish a pilot project whereby private collection agencies would be responsible for collecting outstanding child support in order to study the possibility that this method of collection may be the more effective way for the State to deal with the problem of delinquent child support.
