30:4-8.3. Correspondence of inmates of state and county penal and correctional institutions; language Subject to rules and regulations to be issued by the Division of Correction and Parole every State and county penal and correctional institution shall permit incoming and outgoing correspondence of the inmates thereof to be in a language other than English.
