§ 30-9-12-13

30:9-12.13. Abolishment of office or employment; consolidation; transfers The board of managers shall have power to abolish any office or employment which it shall find to be unnecessary, to combine and consolidate the functions of any office or employment as it may determine, to transfer officers and employees and to promote and reduce the same, subject to the provisions of the civil service law.
