39:3-10l. Rules, regulations The Director of the Division of Motor Vehicles in the Department of Law and Public Safety, pursuant to the provisions of the 'Administrative Procedure Act,' P.L.1968, c.410 (C.52:14B-1 et seq.), shall promulgate rules and regulations, which are in accordance with the directive issued by the Secretary of the United States Department of Transportation on September 20, 1988, to effectuate the purposes of this act.
