39:8-40. Encouragement of participation The director may promulgate rules and regulations pursuant to the 'Administrative Procedure Act,' P.L. 1968, c. 410 (C. 52:14B-1 et seq.), to effectuate the purposes of this act. The director shall also take the appropriate steps necessary to ensure the widespread participation in the public and private motor vehicle inspection program by the private commercial sector and by the public at large.
