40:33-13.2n Rules, regulations. 11. The State Librarian, with the approval of the President of Thomas Edison State College is authorized to promulgate, pursuant to the 'Administrative Procedure Act,' P.L.1968, c.410 (C.52:14B-1 et seq.), such rules and regulations as it deems necessary to effectuate the purposes of this act.
