§ 40a-9-1-2

40A:9-1.2. Municipal treasurer; appointment of nonresident; ordinance Notwithstanding the provisions of N.J.S. 40A:9-1 or any other law to the contrary, the governing body of any municipality may, by ordinance, appoint to the office of municipal treasurer a nonresident of said municipality.
