The commission may develop strategies and seek funding for flood control infrastructure based on flood modeling for the district and surrounding areas. a. The commission may: (1) identify all drainage basins in the district and any drainage areas that directly impact the district; and (2) develop strategies to address the major causes of flooding. b.
