Additional powers of the board For the purpose of this article the board shall have, in addition to its other powers, authority to (1) Promulgate rules and regulations for the interpretation and administration of this article. (2) Require, and prescribe the form of, special reports to be made by a financial officer or governing body pertaining to the financial affairs of municipalities. (3) Hold hearings.
