52:27H-21.29 Rules, regulations. 5. The commissioner shall issue and promulgate rules and regulations in accordance with the provisions of the 'Administrative Procedure Act,' P.L.1968, c.410 (C.52:14B-1 et seq.) as are necessary and appropriate to carry out the purposes of this act, and may revise, repeal or amend them from time to time as he may deem necessary.
