52:9H-22. Purposes for appropriation Upon notice from the State Treasurer of the amount of excess in the 'Surplus Revenue Fund' pursuant to section 8 of this act, there may be appropriated sums for any one or more of the following purposes: a. To provide a reserve fund for retirement, purchase or discharge of outstanding general obligation bonds of the State of New Jersey; b. To provide appropriations for capital projects; c.
