A. The secretary of state shall by rule prescribe uniform guidelines for a state or local ballot question to appear on the ballot. B. For a proposed constitutional amendment, the form of the ballot question shall include the full title of the joint resolution proposing the constitutional amendment and the constitutional amendment number assigned to the joint resolution by the secretary of state.
