The secretary of energy, minerals and natural resources may pay annual membership dues to the Interstate Mining Compact commission out of fees collected under the Surface Mining Act [Chapter 69, Article 25A NMSA 1978] or from funds granted to the state by the federal office of surface mining reclamation and enforcement of the department of the interior. IV, § 23, was effective May 18, 2016, 90 days after the adjournment of the legislature.
