Mill levy elections. — Pursuant to 21-16-16 NMSA 1978, which sets up two alternative election procedures, the board may hold a mill levy election pursuant either to the repealed Sections 22-6-1 through 22-6-34 NMSA 1978 or the new provisions at 1-22-3 through 1-22-6 NMSA 1978. 1988 Op.
