A. There is created within the state treasury for the commission a fund that shall be designated as the 'Martin Luther King, Jr. fund' that shall consist of appropriations, endowments and bequests. B. Money from the fund shall be disbursed upon warrant of the secretary of finance and administration pursuant to vouchers submitted by the executive director of the commission for the purpose of carrying out the provisions of this act [28-19-1 to 28-19-4 NMSA 1978].
