The county of Lea may issue bonds for courthouse and jail purposes to an amount not exceeding thirty thousand dollars [($30,000)], which bonds shall be issued in the manner as provided by the constitution of New Mexico, payable absolutely thirty years from their date and at the option of said county, twenty years from their date. Bd. of Comm'rs, 25 N.M. 338, 182 P. 865 (1919), which held that a similar provision applying to De Baca county was inoperative because it provided that the bonds might be issued in accordance with the constitution, but did not state that they could be issued in accordance with the laws of the state.
