An action to enforce the Sports and Recreation Facility Financing Act may be brought by: A. the municipal attorney of the qualified municipality, or a person designated by the qualified municipality, as approved by the local governing body; or B. a vendor who is collecting the proceeds of a sports and recreation facility fee in the county in which the qualified municipality is located.
