As used in the Bicycle Racing Act: A. 'commission' means the bicycle racing commission; B. 'bicycle racing' means racing at Keiren velodrome bicycle-racing tracks approved by the commission; C. 'license' means a license for a racing meet issued under the provisions of the Bicycle Racing Act; and D. 'secretary' means the executive secretary of the commission.
