The 2011 amendment, effective June 17, 2011, changed the termination, operation and repeal dates. The 2005 amendment, effective June 17, 2005, changes the termination, operation and repeal dates. The 2000 amendment, effective February 15, 2000, substituted '2005' for '1999' in the first sentence and '2006' for '2000' in the last two sentences.
