A. The interim board shall, within one hundred eighty days of the filing of the decision of the county special district commission with the county clerk, and after public hearing, adopt by resolution a districting plan which causes the area within the authority to be divided into seven geographical districts numbered one through seven and each district shall elect one representative. Each representative representing a district shall reside in and be elected by qualified voters of that district only. B. In establishing authority districts, the interim appointed board shall consider the following principles which, in the event of any conflict among them, shall be considered in the following order: (1) the districts shall contain as nearly as possible substantially the same population based on the most recent federal census; (2) communities of interest, including those based upon ethnic and economic factors, shall be preserved whenever reasonable within a single district; and (3) the districts shall be formed of compact, contiguous territories and the total length of all district boundaries shall be as short as possible.
