As used in the New Mexico Beef Council Act: A. 'board' means the New Mexico livestock board; B. 'council' means the New Mexico beef council; C. 'director' means the director of the New Mexico department of agriculture; D. 'department' means the New Mexico department of agriculture; and E. 'producer' means any person engaged in the business of raising, breeding, feeding or growing cattle or calves for beef production or for dairy production.
