The 1991 amendment, effective March 27, 1991, deleted 'and Tourism' following 'Development' in the introductory language and 'and tourism' following 'development' in Subsections A and B; deleted former Subsections C, E and F, which defined 'research and development', 'technical excellence' and 'technological innovation', respectively; redesignated former Subsection D as present Subsection C; and, in Subsection C, substituted 'the economic development department' for 'economic
