The procedure prescribed by the provisions of section one hundred twenty-seven of this chapter shall be applicable to permits issued pursuant to this chapter. Notwithstanding anything to the contrary contained in this chapter, no refund shall be payable with respect to any special permit issued pursuant to section ninety-nine-c.
