The provisions of this article shall not apply to: 1. The records of any court, except as provided in section 57.35 of this article. 2. The records of any city with a population of one million or more, and the records of any county contained therein, so long as the destruction of the records of such city or county shall be carried out in accordance with the procedure prescribed by any existing law exclusively applicable to the destruction of the records of such city or county, provided that section 57.35 of this article shall apply to grants for local government records management for supreme court records in the custody of the counties of New York, Kings, Queens, Richmond and Bronx, and records under the jurisdiction of the department of records and information services of the city of New York or its successor agency, and records under the jurisdiction of the city clerk of the city of New York.
