Where a summons has been served by a sheriff or one of his staff, in lieu of arrest, in cases of violations of the vehicle and traffic law or of ordinances and orders enacted pursuant to that law, any sheriff or undersheriff may administer to any member of his staff any necessary oath in connection with the laying of such information to be presented to the court by such member of his staff in prosecution of the offense.
