1. Notwithstanding any provision of law to the contrary, a district attorney in any county, including any county within the City of New York, may, during a period of civil disorder, or as the result thereof, appoint one or more special assistant district attorneys, without compensation, and without regard to any requirements of law as to residence or limitation in number of such special assistant district attorneys. 2. Such district attorney shall, prior to the appointment of any such special assistant district attorney, file in the office of the county clerk of the county in which he was elected, a certificate of necessity stating that, during, or as a result of, a period of civil disorder, one or more special assistant district attorneys are required to supplement his staff, and setting forth the period of time such special assistant district attorneys shall be required.
