1. All agencies and instrumentalities of the state, all political subdivisions thereof and all agencies of such subdivisions shall keep the council fully and currently informed as to their activities relating to atomic energy or ionizing radiation. 2. The council may request from any such agency, instrumentality or any such political subdivision or any agency of such subdivision, and the same are authorized to provide, such assistance, services and data as may be required by the council in carrying out its functions, powers and duties. 3. No rule, regulation or ordinance or amendment thereto or repeal thereof, primarily and directly relating to atomic energy or the use of atomic energy, which any agency, instrumentality of the state, any political subdivision thereof or agency of such subdivision may propose to issue or promulgate, shall become effective until ninety days after it has been submitted to the council, unless either the governor by order or the council by resolution waives such waiting period.
