Notwithstanding the provisions of any other law, no merit time allowance accrued, earned or credited to any person, pursuant to any existing or former section eight hundred three of this article, while in the custody of the commissioner, shall be withdrawn, cancelled, forfeited or otherwise lost by virtue of the sunset or expiration of any provision of law.
