In recognition of the need for an independent evaluation of, and recommendations with respect to, temporary release, the commission of correction shall evaluate and assess the administration and operation of all temporary release programs conducted pursuant to this article and shall submit to the governor and the legislature by March first, nineteen hundred seventy-eight, its findings together with any recommendations with respect to the proper operation or the improvement of such temporary release programs.
