The Governor shall, by and with the advice and consent of the senate, appoint four commissioners to the interstate environmental commission created by the tri-state compact, each of whom shall be a resident voter of the state of New York. The Commissioner of Environmental Conservation, and each of his successors in such office, also shall be a commissioner of the interstate environmental commission. Each commissioner shall hold office until his successor has been appointed and qualified. The commissioners serving on the effective date of this article shall continue in office until the expiration of their terms, or until their successors have qualified, or until otherwise ceasing to be commissioners pursuant to law.
