1. The Governor shall, by and with the advice and consent of the senate, appoint four commissioners to the interstate environmental commission created by the tri-state compact, each of whom shall be a resident voter of the state of New York. The Commissioner of Environmental Conservation, and each of his successors in such office, also shall be a commissioner of the interstate environmental commission. Each commissioner shall hold office until his successor has been appointed and qualified. The commissioners serving on the effective date of this article shall continue in office until the expiration of their terms, or until their successors have qualified, or until otherwise ceasing to be commissioners pursuant to law. The Commissioner of Environmental Conservation may appoint a member of his department to act as his statutory representative on the commission. 2. At the expiration of the term of each appointive commissioner and of each succeeding appointive commissioner, the Governor shall, by and with the advice and consent of the senate, appoint a successor who shall hold office for a term of four years or until his successor has been appointed and ve commissioner, the Governor shall, by and with the advice and consent of the senate, appoint a successor who shall hold office for a term of four years or until his successor has been appointed and qualified. In the event of a vacancy occurring in the office of an appointive commissioner by death, resignation or otherwise, the Governor shall, by and with the advice and consent of the senate, appoint a successor, who shall hold office for the unexpired term. Any commissioner may be removed upon charges and after hearing by the Governor. The commissioners shall have the powers and duties, and be subject to the limitations provided for in the compact and applicable laws of this state. The commissioners shall serve without compensation, but shall be paid their actual expenses incurred and incident to the performance of their duties.
