Except as otherwise provided in the provisions of this title, this title shall not affect: 1. the police powers, local planning powers, zoning powers or authority to regulate land uses by villages and towns within the Long Island Pine Barrens maritime reserve; or 2. the police power of the state to regulate any activity carried upon any lands, in the Long Island Pine Barrens maritime reserve; or 3. the authority of any state or public agency in the management of any state or public lands in the Long Island Pine Barrens maritime reserve.
