The commissioner of housing and community renewal appointed pursuant to the provisions of the public housing law, shall be the head of the division of housing and community renewal and shall have and exercise all the functions, powers and duties vested in him by that or any other law. The commissioner of housing and community renewal shall receive a salary to be fixed by the governor within the amount appropriated therefor.
