Within the limit of funds made available by appropriation from the youth centers facility fund, as established by section ninety-seven-ff of the state finance law, the division is hereby authorized to award facility rehabilitation grants to eligible applicants for all or a portion of project costs to rehabilitate youth centers subject to the terms and conditions of this title.
