1. Any person who loiters or remains in or about any airport located within a county wholly contained within a city, without the prior written authorization of the New York city taxi and limousine commission or the state department of transportation to do so, and beckons to, or stops, or attempts to stop, or interferes with the free passage of other persons, for the purpose of soliciting passengers for transportation by motor vehicle, from one location to another, for money; is guilty of a violation punishable by a fine of not more than one hundred dollars, or imprisonment for not more than fifteen days, or both. A second or subsequent violation of this section shall be a class B misdemeanor. 2. Nothing contained in this section shall be construed to deny any person the right to discharge passengers from a motor vehicle at such an airport.
