Except where inconsistent with this act, or otherwise permitted hereunder the apportionment of local assessments and the manner of payment of the expenses of construction of such public works shall be as provided in the town law, the village law, the general cities law, or the local finance law or in the manner provided in any special city and of any contracting city.
