The appellate court shall be located, respectively, in the first department, in the county of New York; in the second department, in the borough of Brooklyn; in the third department, in the city of Albany; and in the fourth department, in city of Rochester; but terms thereof may be held elsewhere in such departments, whenever in the discretion of the justices thereof, respectively, public interests may require.
