It shall be the duty of every justice of the supreme court in the first judicial district to enforce the rules made by the appellate division in the first department pursuant to section seventy-eight of this chapter and to require the commissioner of public works to do all acts necessary to give full force and effect to such of said rules as relate to the management and protection of the court-houses and court-rooms of the supreme court.
