Subject to the provisions of article 7-A of this law, upon the nomination of the administrative judge of the supreme court for the ninth judicial district, the justices of the appellate division or a majority of them may appoint and at pleasure remove a calendar clerk, and other necessary assistants, in and for the County of Putnam and their compensation shall be fixed by said justices of the appellate division within the amount appropriated for such purposes by the board of supervisors of said county. No person shall be eligible to such appointment unless he shall be a resident elector of the county of Putnam.
