1. Every employer shall institute an education and training program for employees routinely exposed to toxic substances. 2. The education and training program shall commence prior to initial assignment and shall be repeated at least annually thereafter. Additional instruction must be provided whenever the potential for exposure to toxic substances is altered. 3.
