The provisions of this title shall be subject to the provisions of the civil practice law and rules, the public health law, the mental hygiene law, the social services law, the education law, and any other applicable law or regulation, including any amendment thereto; provided, however, that nothing in this section shall require the county or corporation to seek approval or consent for any transfer pursuant to sections thirty-six hundred thirty-two and thirty-six hundred forty-four of this title.
