There is hereby created a green jobs-green New York program. The purpose of the program is to:\n1. promote energy efficiency, energy conservation and the installation of clean energy technologies;\n2. reduce energy consumption and energy costs;\n3. reduce greenhouse gas emissions;\n4. support sustainable community development;\n5. create green job opportunities, including opportunities for new entrants into the state's workforce, the long-term unemployed and displaced workers; and\n6. use innovative financing mechanisms to finance energy efficiency improvements through energy cost savings.
