Within six months of the effective date of this title, the authority is hereby authorized and directed to establish and administer the green jobs-green New York program. The authority shall implement the program in consultation with the division of housing and community renewal, the department of labor, the office of temporary and disability assistance, the department of public service, the power authority of the state of New York, the Long Island power authority, the department of economic development and the department of environmental conservation. The authority is authorized and directed to:\n1. use monies made available for the program pursuant to section eighteen hundred ninety-nine-a of this title to achieve the purposes of the program;\n2. enter into contracts with constituency-based organizations and other entities through the competitive grants process authorized by this title;\n3. enter into contracts with one or more program implementers to perform such functions as the authority deems appropriate; and\n4. exercise such other powers as are necessary for the proper administration of the program.
