All departments of health or the commissioner or commissioners thereof in any incorporated city of this state shall have power to enforce the provisions of section thirteen hundred thirty-five of this chapter.\n2. Any person violating the provisions of section thirteen hundred thirty-five of this chapter shall, upon conviction thereof, be guilty of a misdemeanor.
