1. The chairman of the board shall be the commissioner of health.\n2. The board shall appoint an executive secretary who shall act as the administrative agent of the board, keep a record of all meetings of the board and perform such other functions and duties as the board may direct.\n3. The board may make and adopt by-laws to regulate its proceedings.
