Nothing in this article, and no action taken by the Marketplace pursuant hereto, shall be construed to: 1. preempt or supersede the authority of the superintendent or the commissioner; or 2. exempt insurers, insurance producers or qualified health plans from this chapter or the insurance law and any regulations promulgated thereunder.
