1. The commissioner may make reciprocal agreements with state officials or agencies of other states regarding interstate transportation of state charges without state residence and to arrange for the acceptance and tuberculosis hospital care and treatment of persons receiving similar public care and treatment in other states in accordance with the terms of such reciprocal agreements, but this state shall not, nor shall any county or city be committed to such care and treatment of persons who are not, in the opinion of the commissioner, entitled to such public care and treatment by the laws of this state.\n2. No agreement made pursuant to the provisions of this section shall become effective until the attorney general has approved its form and sufficiency.
