1. Notwithstanding any contrary provision of law and subject to the receipt of all necessary federal approvals or waivers, for periods on and after April first, two thousand eleven, a temporary nursing home stability contribution shall be imposed on the gross receipts of each residential health care facility equal to four tenths of one percent of such receipts and provided further, however, that on and after April first, two thousand twelve through October thirty-first, two thousand twelve such contributions shall be reduced to two tenths of one percent, and provided further, however, that on and after November first, two thousand twelve, such contributions shall be reduced to zero. 2. The gross receipts subject to this section shall be as defined in paragraph (b) of subdivision three of section twenty-eight hundred seven-d of this article and shall include income from all patient care services and other operating income on a cash basis, but excluding revenue received pursuant to the federal Medicare program.
