All hypodermic syringes, needles and disposable hypodermic units which are no longer usable or required shall be crushed, broken or otherwise rendered inoperable in the process of disposal. The department may specify procedures for disposal of such hypodermic syringes, needles and disposable units as may be necessary to protect public health including, but not limited to, placement of such syringes, needles and units in a leak-proof, puncture resistant container prior to disposal.
