Any business or other matter undertaken or commenced by the former division of the lottery and the former racing and wagering board pertaining to or connected with the functions, powers, duties and obligations transferred and assigned to the state gaming commission and pending on the effective date of this article shall be conducted and completed by the appropriate successor offices within the commission in the same manner and under the same terms and conditions and with the same effect as if conducted and completed by the former division of the lottery and former racing and wagering board.
